OpenAI's Jalapeño Chip: Sam Altman's $34B Gamble to Cut AI Costs

OpenAI has made a significant foray into hardware development with the introduction of its custom AI inference chip, codenamed "Jalapeño." This initiative, a collaboration with Broadcom for design and TSMC for manufacturing on its 3-nanometer process, represents a pivotal strategic shift for the AI giant. The primary motivation behind this move is to mitigate the immense financial burden incurred from running its large language models (LLMs) such as ChatGPT. In 2025, OpenAI reportedly faced a staggering $20.92 billion operating loss, largely due to the computational expenses of AI inference. The Jalapeño chip is engineered specifically for AI inference workloads, which involve generating responses to user queries. Unlike AI training, which occurs periodically, inference happens continuously and at massive scale, making it the single largest operational cost for OpenAI. By developing its own silicon, OpenAI aims to drastically cut down on its reliance on external GPU providers, particularly Nvidia, whose hardware currently dominates the AI market. This internal chip development is seen as a crucial step towards achieving greater cost-efficiency and improving the company's financial health in anticipation of a future initial public offering (IPO). The chip's design focuses on optimizing performance for LLMs, allowing OpenAI to process hundreds of millions of daily queries more economically. This move also redefines OpenAI's complex relationship with Nvidia. The chip measures approximately 840mm² and is manufactured on TSMC's 3nm process, pushing the boundaries of current chipmaking capabilities. Broadcom's contribution includes silicon implementation and its Tomahawk networking technology, enabling thousands of Jalapeño chips to function as a unified system, with Celestica handling the integration into data centers.
