Japan's manufacturing sector and the race for physical AI

Japan is making a concerted effort to position itself at the forefront of physical AI, a burgeoning field that combines artificial intelligence with robotics to enable machines to understand and interact with their physical environment. This initiative is driven by the country's long-standing excellence in manufacturing and industrial robotics, which provides a strong foundation for developing advanced AI-powered systems. Prime Minister Sanae Takaichi has articulated a vision for Japan to utilize its extensive operational data from manufacturing and service sectors to advance physical AI, aiming for robots that can autonomously support human workers with unprecedented precision. The core of physical AI lies in its ability to integrate multimodal perception, diffusion models for high-fidelity data transformation, and large language models (LLMs). These advanced AI models allow robots to interpret complex real-world data, such as visual, auditory, and tactile information, and translate it into intelligent actions. Examples include robots capable of performing intricate tasks like retrieving and folding laundry, demonstrating a level of adaptability beyond rigid programming. Despite Japan's industrial prowess, the article points out significant hurdles in the global AI race. The country faces structural disadvantages, including limited computing resources, risk capital, and a shortage of research personnel, particularly when compared to leading nations like the United States and China. This creates a challenge in capturing value beyond hardware, as the technological center of value in physical AI increasingly shifts towards the sophisticated AI foundation models that serve as the "intelligence" of robotic systems. To address these challenges, Japan has accelerated its efforts, with the establishment of the AI Robot Association in 2025 dedicated to developing foundation models for AI-powered robotics. Additionally, the New Energy and Industrial Technology Development Organization has launched research calls focused on AI robotics and physical AI. The goal is to leverage Japan's strengths in data collection and AI training within its manufacturing sector, aiming to provide trusted physical AI technologies globally and secure a meaningful role in the evolving value chain.
